This is in an effort not to penalize and to encourage those Tournament Directors to increase their draw size. Level 3 events that will be considered for 2005 level 3 status must meet the following requirements. A Compass Draw with a total of 64 or more players in the tournament or a draw of over 96 total tournament players. Also the Junior Council will have the right to review Strength of field and consider that as well for 2005 approval to level 3. The Junior Council will establish guidelines for field of strength after a review of 2004 events. Also the Council will consider a requirement for 2005 Level 3 events not to use a First round or first match consolation format.
