USTA League Tennis National, USTA Southern, and
USTA Alabama Regulations have full force and applicability at all levels of play
in USTA League Tennis in the State of Alabama and there is no authorization to
modify, amplify or change them by Local League Coordinators, Grievance or
Grievance Appeals Committee. The State League Coordinator in conjunction with
USTA Alabama Leagues Committee Chairman, shall have the authority to interpret
the USTA League Tennis Alabama State Regulations. USTA League Tennis
Regulations can be found at USTA.com. USTA Southern and USTA Alabama
Regulations can be found at
www.alabamata.com. Printed below are the USTA Alabama League Regulations as
authorized by the USTA Southern Regulations.
(Note: Paragraphs included herein are numbered according to pertinent
paragraphs of the 2010 USTA League Tennis National and Southern Regulations.)
1:00
GENERAL
1.04 OFFICIAL LEAGUE
REGISTRATION. Each local league must
establish deadlines and procedures for registering teams on TennisLink.
1.05
OFFICIAL SCORE REPORTING AND STANDING SYSTEM.
Scores must be reported in TennisLink within 48
hours of the completed team match. TennisLink will automatically confirm scores
48 hours after the team match is initially reported in TennisLink if not
confirmed by opposing captain.
1.09 AMENDMENTS.
These Alabama Regulations may be amended by the
State League Coordinator with approval from the Adult Leagues Committee.
1.16 ADULT LEAGUES COMMITTEE.
The USTA Alabama League Programs shall be
governed by the State League Coordinator with approval from the Adult Leagues
Committee appointed by the President of USTA Alabama and subject to the control
and direction of the USTA Alabama Board of Directors.
1.21 CHAMPIONSHIP COMMITTEES.
The State League Coordinator will appoint all
championship committees.
1.23 LOCAL LEAGUE SEASON.
All local leagues shall obtain approval of the
State League Coordinator for the dates of the local league season (s).
1.23A Local
League Competition. Each local league
may establish a maximum of two (2) league seasons during the league year.
1.25 LOCAL LEAGUES.
Each local league will have a Local League
Coordinator with local league rules submitted and approved by the State League
Coordinator, prior to the start of the local league season. Local League
Coordinator shall be appointed for a period of one league year subject to yearly
renewal. The State League Coordinator shall have final authority in the
selection and or retention of all local league coordinators.
1.25A NEW LOCAL
LEAGUES. Any area of the state wishing to begin a new USTA league must be
approved by the Adult League Committee using the following criteria. The league
must be a minimum of 60 miles from any existing league. The league must have a
minimum of two teams at the same level with the potential for growth in future
leagues. The league must have a local league coordinator.
2.00 GRIEVANCE PROCEDURES (Refer to National
Regulations) All local league
regulations will include the names of grievance and grievance appeal committee
members and will be distributed to captains prior to beginning of the local
league season. Distributions via captains’ packets and/or websites are
acceptable. The state league coordinator shall approve all local and state
league grievance and grievance appeal committees.
2.01A Grievance Committees.
All Grievance Committees shall consist
of no less than three persons, including a chairman, to adjudicate grievances.
The members of the Committee may be the same as or different in whole or part,
from the committee first approved.
2.01A(1) Local. With
the approval of the state league coordinator, each local league may appoint a
Local League Grievance Committee.
2.01B Grievance Appeal
Committees. All Grievance Appeal
Committees shall consist of no less than three persons, including a chairman, to
consider appeals from the Grievance Committee. No member of a Grievance Appeal
Committee may be a member of a Grievance Committee. The members of the
Committee may be the same as or different in whole or part, from the committee
that is first approved.
2.01B(1) Local. With
the approval of the state league coordinator, each local league may appoint a
Local League Grievance Appeals Committee.
2.02 Grievance Complaints.
2.02E(1) Self Rate Eligibility Grievance Complaint.
Self rated players who enter the USTA League Tennis program by misrepresenting
their actual skill level are considered to have violated the standards of good
conduct, fair play and good sportsmanship and may be subject to a grievance
complaint and possible disqualification by the USTA Southern League Grievance
Committee. Self Rate NTRP Grievances filed within two weeks of the start date
of the player’s and/or captain’s State Championships will be administered after
the event unless the section authorizes the administration of the grievance
prior to that time. If the grievance is not administered until after the event,
points won by players will stand. Disqualified players and/or captains that are
suspended will not be eligible to advance to the next level of championship
play.
2.02E (10) USTA Alabama mandates that the party(ies) that file(s) the self rate
eligibility grievance complaint must provide the documentation to support their
complaint at the time of their filing.
3.00
ADULT DIVISION REGULATIONS
All USTA League Tennis in 1.00 GENERAL
and 2.00 GRIEVANCE PROCEDURES and the following procedures shall apply to the
USTA League Tennis – Adult Division.
3.01
LOCAL LEAGUE
3.01A Number of Teams.
A local league is a team competition in a
specific geographic area that applies specific local league regulations and
consists of NTRP level(s) with a minimum of two or more teams per level. A
local league may choose to divide any or all NTRP levels into flights. Where
flights are used, a playoff structure may be established to determine a
champion for each NTRP level. All playoffs must be approved by the state league
coordinator.
3.01B Team.
All local leagues will limit the number of players that appear on a team
roster to no more than 16.
3.01C Age. Each
player shall have reached the age of eighteen years prior to or
during the calendar year in which such player plays in his/her first local
league match.
3.01D Entry. A
player without a computer rating must self rate to enter the program. A player
with a current NTRP computer rating must use that rating to enter the program.
3.01G Scoring and Rest.
Each Local League may determine the method of
scoring for Local league competition.
3.01H Competition Format.
3.01H(1) Round Robin.
Each NTRP level within a local league shall play at least one round robin
competition wherein every team play every other team. Any NTRP level with only
two or three teams are required to play a minimum of three matches.
3.01H(2) Team Match and Scoring.
Local League(s) may decide how to handle team forfeits.
3.01H(4) Team Lineups.
An individual match is started when the first
ball is put in play. After the start of an individual match, if injury to,
illness of, or disqualification of a player occurs, the opponents will be
awarded a forfeit for that individual match only. The forfeit principles in
3.03L, shall be applicable, with the State modifications that:
3.01H(4)a In the event of illness, injury, disqualification, or no-show of a
player prior to the start of an individual match (once the lineup has been
exchanged), a team may substitute a player in the affected position within the
15-minute default time, using a player not already listed on the lineup. If no
such substitution can be made, the affected position only will be forfeited in
local leagues.
3.01H(4)b In the event that a team match must be rescheduled and starting times
are staggered, where opponents are not available and ready to play, forfeits
will be awarded in the affected position only.
3.01H(4)c In the event that rain or inclement weather forces the cancellation and
rescheduling of a team match, unrestricted substitutions from the team roster
may be made in any individual matches that have not begun. This includes moving
a player from one position to another.
3.01H(4)d Two players will play together in the higher position when both of their
partners do not show in order to avoid two defaults.
3.01H(5) Player Participation
3.01H(5)a A player may play on one team in a NTRP level within this division in
the same local league during the same season. In local league where NTRP levels
are divided into flights, players may not play in more than one flight.
3.01H(5)c A player may play on more than one team within this division in the same
season provided it is in a separate local league.
3.01H(5)d Players who qualify for the Alabama State Championships may advance on
(one) adult and (one) senior team, but may not advance on (two) adult or (two)
senior teams. If eligible players do not participate at the State championship,
they may participate in the Sectional and/or National championships.
3.01H(5)g Local leagues must accept teams from outside its boundaries if the team
meets all the requirements established of all teams in that local league. A
maximum of four players on a roster may reside outside of the state of
Alabama except as stated in 3.02A(2).
3.01I Local League Champions.
At the conclusion of local league competition,
the Local League Coordinator shall certify to the State League Coordinator the
results of the local league competition and the name(s) and email address(es) of
the team captain(s) and the team #. Local league competition must be concluded
prior to the deadline set by USTA Alabama. All local league play for Adults
must be completed and scores entered on TennisLink no later than May 23, 2010.
State League Coordinator may amend these dates as needed.
3.02 Progression
3.02A Local League Competition.
Each team that wins a specific level of local
league competition shall be entitled to advance to the next level of
competition.
3.02A(1) 2.0 Level. In
order to be eligible for the state championship a 2.0 player can only play 2.0
locally. All 2.0 teams will be invited to the state championship. Roster
addition deadlines must occur by May 23, 2010. Players may play at the
2.0 level for one year only and must play at 2.5 or higher the following
championship year.
3.02A(2) If there are
less than 5 teams in the entire state at any level, from a minimum of three
cities, then the local league shall be played at the State Championships.
Leagues that play their local league at the state championships may have no
more than two players from outside the state of Alabama. For these
levels all roster addition deadlines must occur by May 23 (adults). If
there are only two teams in the state at a level the state league coordinator
has the authority to approve a local league being played locally.
3.02B USTA Alabama Adult League State Championships.
3.02B(1) Local Season.
Initial team roster deadlines will be no later
than May 1st. Local play, which qualifies local winners for
the 2010 State Championships, must be concluded no later than May 23rd
. State league coordinator may amend these dates if needed.
3.02B(2) All Leagues in Alabama: Men, Women
a. One
berth per season for 2 – 10 teams in any given level.
b. Two berths per season for 11 – 20 teams in any given
level.
c. Three berths per season for 21 – 30 teams in any given
level.
d. Four berths per season for 31 + teams in any given
level.
3.02B(3) Wildcards.
State league coordinator may issue wildcards as necessary to fill the draw.
3.03 USTA Alabama Adult League State Championships
3.03A Eligibility.
Players who play in a local league prior to
January 1, 2010 and whose published rating at the time of registration was in
level may advance to championship play with that team at that level unless their
NTRP rating reaches the disqualification mark for that level.
3.03A(2) In a local
league where two league seasons are played, with a winner declared for each
season, a player must have played two matches during the same local league
season in which his/her team qualified for further competition. One default
received by the player during local competition shall count for advancing. A
team winning both seasons without identical rosters for both seasons must choose
which season’s roster of players will represent the local league at championship
competition. A team winning both seasons with identical rosters the Alabama
Adult League Committee will choose which season the team represents.
3.03A(4) At all
championships, a minimum of eight team members who were on the final roster of
their local league team at the conclusion of local league play must be available
and eligible to compete. (2.0, 2.5 and 5.0 levels must have a minimum of five
team members available and eligible to compete). The Championship Tournament
Committee, by majority vote, may reduce that number to not less than four.
3.03C Scoring and Rest.
At the USTA Alabama State Championships, all
matches will be the best of two sets and the Set tiebreak shall be used at 6-all
in each set. In lieu of a third set, a Match tiebreak shall be played. There
will be a two minute set break at the end of each set with no coaching. The
Match tiebreak shall be scored as 1 set and 1 game for tiebreak procedures in
the event of a tie. The Coman Tiebreak Procedure shall be used for all
tiebreaks.
3.03D Competition Format. State Championship play
shall be round robin in all levels of competition.
3.03E Team Match and Scoring.
3.03E(1) Adult 3.0 – 4.5 levels will play two singles and
three doubles positions.
3.03E(2) Adult 2.0, 2.5, and 5.0 levels will play one
singles and two doubles positions.
3.03M Scoring of Team Defaults. If a team defaults an entire team
match for any reason during round robin play, then all matches of that team
played or to be played, shall be null and void. If all teams in contention for
the Championships have already played the defaulting team in good faith, the
matches stand as played.
3.03M(1) Players on teams entered in the State Championships that withdraw
after the schedule has been published will be subject to a fine of $75 per
person payable to ATA. Said players will be ineligible to compete in any USTA
League including Tri Level and Southern Combo Doubles until the fine is paid.
An appeal may be submitted to the chairman of the Adult League Committee within
two weeks after the end of the said championship.
3.03Q Date and Location. The 2010 USTA League Tennis
Adult State Championships will be played as follows:
June 10 – 13,
2010 3.5 & 4.0 Women, 3.5 Men – Mobile
June 17 – 20,
2010 2.0,2.5,3.0,4.5,5.0W & 2.5,3.0,4.0,4.5,5.0
M – Mobile
3.04
LEAGUE NTRP DISQUALIFICATION AND REVIEW PROCEDURES
The regulations in this section apply only to the USTA League
Tennis – Adult and Senior Divisions.
3.04A(4) Local League Procedures.
Disqualified players may register on a higher
level team if a team agrees and there is time to register prior to the end of
local round robin competition. Local League regulations for deadlines and
roster limits may be waived if a team is found and time permits.
3.04D Scoring Procedures
3.04D(1) Local. If a
player with a self rating (S), tournament rating (T), mixed rating (M) or a
medical appeal (S) is disqualified for that particular level of play , all
matches played by that individual player shall be considered losses and scored
(6-0, 6-0). If a player with a computer rated appeal (A) or and Early Start
League dynamic rating (D) is disqualified for that particular level of play, no
matches will be reversed, but the player will be promoted immediately. Players
with a Year-end computer (C) or benchmark (B) rating are not subject to dynamic
NTRP disqualification. Players not disqualified by conclusion of local league
round robin play will be eligible to compete in entire playoff. Dynamic ratings
will be calculated at the end of the local playoff to inform any disqualified
players that they may not advance to the State Championships. Points earned by
disqualified players will stand.
3.04D(2) Championship. Dynamic ratings will be calculated
following the State Championships. Points earned by disqualified players will
stand. The disqualified player will not be eligible to advance to the next
level of competition.
3.05
YEAR END NTRP COMPUTER RATINGS AND APPEAL PROCEDURES
Players may appeal
their NTRP rating in accordance with the procedures of the USTA NTRP Computer
Rating System and their State Appeal Procedures. Match results from NTRP
Tournaments in TennisLink will NOT be included in the 2010 year
end ratings.
3.05A USTA National Year end Computer Ratings & Alabama
Early Start LeagueRatings
3.05A(1) Year end
ratings are valid for three (3) consecutive years or until a new NTRP computer
rating is generated for individuals who are less than 60 years of age through
the championship year.
3.05A(2) Year end
ratings are valid for two (2) consecutive years or until a new NTRP computer
rating is generated for individuals 60 years of age prior to or during the
championship year.
3.05A(3) Alabama Early
Start League Ratings will be published in accordance with USTA Regulations in
the beginning of August for fall leagues.
3.05A(4) Year end
computer ratings of all leagues will be published at the end of November or
first week of December following the National Championships.
3.05B Appeal of Year end and Early Start League Ratings.
3.05B(1)
The medical appeal committee will review all
medical appeals, which must include the attending physician’s written evaluation
of the player’s condition; and the expected permanent loss of motion, mobility,
and strength. Such evaluation must be presented using the attending
Physicians Statement form found at USTA.com.
3.05B(3)
The state coordinator will forward medical
appeals to the Section Medical Appeal Committee through the Section League
Coordinator. If Southern Medical Appeal Committee concurs then appeal will be
forwarded to the National Medical Appeal Committee for a final decision.
3.05C Benchmark
2009 Year End Ratings – No Championship Benchmark (State, Section, or National)
may be appealed the first year after publishing.
4.00 SENIOR LEAGUE REGULATIONS.
All USTA League Tennis Regulations in 1.00 General, 2.00 Grievance Procedures,
and 3.00 Adult League Regulations, with the following exceptions allowed to the
USTA Alabama Regulations, shall apply to the USTA League Tennis – Senior League
Division.
4.01 AGE.
Each player shall have reached the age of 50
prior to or during the calendar year in which such player plays his/her first
local league match.
4.02 TEAM.
A senior league team shall consist of a minimum
of six (6) players of the same gender eligible to compete. All local leagues
will limit the number of players that appear on a team roster to no more than
14.
4.03
LEVELS OF PLAY. The levels of
league play are 2.5, 3.0, 3.5, 4.0, and 4.5.
4.04 USTA ALABAMA SENIOR LEAGUE STATE
CHAMPIONSHIPS.
4.04A Team Match and Scoring. In
all championships after local league competition, the team match format will
consist of three (3) doubles matches. The team winning the majority of those
three individual matches will be
awarded one team point.
4.04A(2) If there are less than 5
teams in the entire state at any level, from a minimum of three cities, then the
local league shall be played at the State Championships. Leagues that
play their local league at the state championships may have no more than two
players from outside the state of Alabama. For these levels all roster
addition deadlines must occur by April 18, 2010. If there are only two
teams in the state at a level the state league coordinator has the authority to
approve a local league being played locally.
4.04B Eligibility.
4.04B(1)
At all championships, a minimum of six (6) team

conclusion of local league play must be available and eligible to compete.

subject to a fine of $75 per person payable to ATA. Said players will be
ineligible to compete in any USTA League including Tri Level and Southern Combo
Doubles until the fine is paid. An appeal may be submitted to the chairman of
the Adult League Committee within two weeks after the end of the said
championship.
4.04E Local Season. Initial team roster deadlines will be no later
than April 1st. Local play, which qualifies local winners for
the 2010 State Championships, must be concluded no later than April 18th
. This date may be amended by the state league coordinator.
4.04F Progression.

5.0 MIXED DOUBLES LEAGUE REGULATIONS.
All USTA League Tennis Regulations in 1.00GENERAL, 2.00
GRIEVANCE PROCEDURES and 3.00 Adult League Regulations, the following
regulations shall apply to the USTA League Tennis – Mixed Doubles Division
5.01 LOCAL LEAGUE.
5.01B Team. All local leagues
will limit the number of players that appear on a team roster to no more than
14.
5.01D Entry
5.01D(5) Mixed Doubles
results will not be part of generating a player’s year-end rating except for
those players who play in the USTA League Tennis – Mixed Doubles Division
exclusively. Players who play exclusively in the USTA League Tennis – Mixed
Doubles Division and choose to participate in the USTA League Tennis – Adult
and/or Senior Divisions the next year must enter at their USTA League Tennis –
Mixed Doubles Division year-end rating or higher.
5.01E Levels of Play. The
levels offered will be straight 2.5 and combined (6.0, 7.0, 8.0, 9.0, 10.0
Adults and 5.0, 6.0, 7.0, 8.0, 9.0 Seniors) where each individual player’s NTRP
rating may be no more than 1.0 apart (i.e. a 3.0 player and a 4.0 player may
play 7.0). Refer to 5.01E(2) The 2.5 level is a straight level
and players may not combine levels (i.e. a 2.0 player and a 3.0 player may not
play together).
5.01E(1) Senior Mixed Doubles Levels.
The Senior Mixed Doubles Levels 5.0, 6.0, 7.0,
8.0, 9.0 are not part of the national program. The USTA Southern Section
have authorized the following waivers for Senior Mixed Doubles Levels:
a. Players must play in at least one local match in order to
advance to the State Senior Miixed Doubles Championship.
b. If only one senior team registers at a specific level, then
that senior team can qualify by playing in the adult league at that same level.
When a senior team is included in the adult schedule, matches played will not
count in standings.
ALL OTHER MIXED DOUBLES RULES SHALL APPLY FOR SENIOR MIXED DOUBLES.
5.01G Scoring. Each local league

USTA Alabama Regulations, shall apply to the USTA League Tennis – Super Senior
League Division.
6.01B Team. All local leagues
will limit the number of players that appear on a team roster to no more than

6.01E Levels of Play. The levels
of play for Super Senior 60’s are 3.0, 3.5, 4.0, 4.5 levels and Super Senior
70’s are 3.0, 3.5, 4.0 levels.
6.01D Entry.

Senior 60 and Super Senior 70 divisions will not be accommodated in scheduling
of event.
6.02 PROGRESSION
6.02B Alabama Super Senior State League Championships.
6.02B(1) The initial
roster deadline for all teams that register for the state championship is
September 1, with an add on deadline of September 10.
6.02B(2) All Super Senior Leagues in Alabama:
a. All teams registered by the state deadline on TennisLink will be invited
to the state championship.
6.03 ALABAMA SUPER SENIOR STATE LEAGUE CHAMPIONSHIP
6.03A Eligibility.
6.03A(3) At
